When does Allow Budgeting Flag Enabled in Account Combinations Screen

TO All GL Guru's please guide

When does Allow Budgeting Flag Enabled in Account Combinations Screen , currently we have been manually enabling it but have thousands of combinations,tried by changing segment(natural account) attributes Allow Budgeting to 'Yes' from flexfield screen and ran Program -Inherit Segment,  hoping changes will apply to ,but still flag did not get enabled .
