Patch 7651166 UnsatisfiedLinkError exception loading native library: njni11 is this solution?

i used the following to install the RPM's

EBS R12 Pre-Install RPM Available for Oracle Linux 5 and 6

i then installed r12.1 using rapidwiz

everything seemed to install great

then i tried to get to app with http://hostnname.domainname:8000

and would not go to aps...says not found

So..i have been struggling with many tries of starting and stopping database, listener, apps etc

i then ran auto config on the db tier and got the following

oracle@erieoracle VIS_erieoracle]$ ./adautocfg.sh

Enter the APPS user password:

The log file for this session is located at: /d01/oracle/VIS/db/tech_st/11.1.0/appsutil/log/VIS_erieoracle/10011440/adconfig.log
