Start RAC database on the remote site

Hi,

We want to start a RAC database on the remote site with a new addresses (Interconnect, VIP, Scan, DNS ...) knowing the data is replicated (Database, OS, oracle and GI Homes) from the production environment. Is there a detailed procedure that can be followed to achieve this need.
