DOC on F4111 from Mfg transactions

Why does the wo # get stamped on both the DOCO and the DOC fields in the F4111?

I believe the DOC # should be the transaction # that gets written to the GL.... and that is stamped on the detail screen in the F4111. It's there, so why can't it be on the front Item Ledger screen and written to the F4111 that way?
