How to troubleshoot NLS forms generation errors when applying an NLS Language patch in R12 or 11i

Step by Step document to resolve those kind of errors.

One is applying an NLS patch and it fails to generate a form but the US patch has been applied without error.

For example:

In R12.1.3, When applying ESA patch  10097032,
the following Oracle Forms objects did not generate successfully:

ap      forms/ESA       APXIISIM.fmx

Solution

Basically this kind of error occurs when the form in US version is higher than the Language form in the NLS version,
there is a synchronization problem between the US form and NLS form.
