W4 process

I have set up the W4 Process in Employee Self Service.   The Process Setup requires that the Benefit Statement Review and Approval steps be part of the W4 process.  I want to remove these, as they are confusing to the user, and have nothing to do with W4 changes. 

Is there an approved method to remove these steps?  I am hesitant to SQL them out of the file itself (F05400).
