Closing Equipment WO's by way of P12071

I've seen this set up on at least two prior implementations, but cannot get it to work correctly at current client.

The desire is to use P12071 to close PM WO's by setting PM status to 99 in P12071. What is required then is for the system to update the PM WO status in the P13714 WO Backlog to closed. What I'm getting in P12071 every time is a warning that "Status is not set up correctly and WO will not be updated". Sure enough the PM status goes to a 99 but WO status does not update. Attached are the WO activity rules. I have tried playing around with the 99 in the WO activity rules, but without any success.
