Feeding SAIP ad hoc section association into target LMS

If an ad hoc section association is done and no other changes are made to the related sections, what SAIP webservice has to be activated for an incremental snapshot to pickup the data? In testing the ad hoc association , the READSECTIONASSOCIATION xml is created correctly, but since no change is made to the section, no TEMPLATE, OFFERING, or SECTION xml is created. Consequently, there is nothing fed into the target LMS system and the ad hoc association does not get recorded in the target LMS.  What is the process for getting the ad hoc association into the LMS?   Is
