Put SAIP ad hoc section associations into target LMS

If an ad hoc section association is done and no other changes are made to the related sections, what SAIP webservice has to be activated for a SAIP incremental snapshot to pickup all of the data so it can be deposited into a target LMS? In testing an ad hoc association, the READSECTIONASSOCIATION xml is created correctly, but because there is no change to related sections, there is no READCOURSETEMPLATE, READCOURSEOFFERING, READCOURSESECTION data created.  Consequently, the ad hoc association is not recorded in the target LMS.  What is the process and webservices to get the ad hoc association into the
