R47011 EDI upload for Sales Orders error

Hi, I've been getting the invalid tax area error during uploading, I've tested with and without tax for both sold to and ship to addresses, by removing and including the tax area code, but I'm still getting the invalid tax area error. Hope to get some assistance on this error as I can't seem to find the cause of it. Thanks
