Unable to copy/modify FSG column set after upgrading to 12.1.3 from 11i

After upgrading to 12.1.3 from 11i, I am unable to copy and modify a FSG
column set when it was originally created in 11i.  If I build a new column
set in 12.1.3, I am able to copy and modify it.  The error received from
any 11i column set creation when I try to copy and modify it is "FRM-40654
Record has been updated.  Requery block to see change.".  In
that I have created numerous column and row sets in 11i, I am certainly hoping
that Oracle is not requiring that they be re-built in 12.1.3.  Any
assistance is appreciated.
