Why do ARM security roles appear twice under FCM in Shared Services?

I typically get by by correctly provisioning the ARM roles and Close Manager roles. But everytime I am confused as to why do Reconciliation Management roles like "Reconciliation Power user"  "Preparer" appear twice under FCM node in shared services. Once under, FCM > ARM node, and second time under FCM > Close Manager Administrator.

Any explanations will be appreciated.
