Why is em_upload_http_access_log written to when we use https?

Hi, DBAs

This is EM 12.1.0.3 with all components on physical rhel 5 x86_64 nodes.  The upload URL is https, yet file $EM_INSTANCE_BASE/WebTierIH1/diagnostics/logs/OHS/ohs1/em_upload_http_access_log is being updated every few minutes with this entry:

<IP of myOMS host> - - [03/Oct/2014:12:20:59 -0700] "GET /omsunavailable.html HTTP/1.1" 200 246 [ecid: -] [User-Agent: Oracle HTTPClient Version 10h]

Is this expected?  If so, what is the OMS trying to do? If not, what did I miss in the OMS secure process?

From emctl status oms -details:

HTTP Upload Port           : 4889

HTTPS Upload Port          : 4900

The OMS upload http URL is not accessible.  The address
