landed cost rule

Hi

I am using JD 9.1. At time of purchase while using LCR i have got a component for loading. I want this component to be added in cost., so in set up of LCR i have checked the option include in cost. now i could see the two lines in cardex, one for item cost of 100 dollar and 1 dollar for loading.It is running fine.

But the scenario is my supplier is not willing to pay for this cost. my problem is since two lines were visible in cardex, both the lines are also visible at the time of voucher match.
