From the PO Summary when select Open for certain POs the form opens but certain POs show the BWC ver

We are upgrading to 12.2.4.  When opening the PO from the PO Summary form, certain POs open in the forms version and certain POs open in the BWC version.  Is there a way to control this to always open the forms version?
