Hyperion Planning 11.1.2.3 form grayed out

Hello,

I have created a hyperion planning form and have about 13 dimensions and am not using currency exchange.  In my form that I have created, I have Entity and Account as the row and Year as the column.  All my selections at the POV and Page views are at the level 0 member.  I have the version dimension in the POV section, and my data is loaded into essbase with the version dimension as bottom up (I have also tried top-down with the same result.)   I also ensured that the read-only option is not checked.  Yet my form is still
