How to change scan vip default node?

Hello everyone.

  I have a 2 node RAC 11.2.0.3 where someone disabled SCAN and SCAN_LISTENER. It is not configured with DNS, so just only one IP is configured on /etc/hosts. When i enable the SCAN and SCAN_LISTENER and startup the services i see that the VIP  is started on node 2. So my question is, how do i get the VIP ip to start on node 1?
