What does OTL error PO Information is incomplete mean

User is getting error "PO Information is incomplete" but only for one timecard cell only. PO is approved, Line is available, both are selected on timecard using projects-purchasing seeded layout.

Everything looks fine with the CWK assignment and PO.

Anyone know the root of this error?
