patch 16545472 to upgade to jdk7 for ebs 12.1.1

I have a new install of 12.1.1 ebs.  Now I want to upgrade to jdk7]

using Doc ID 1467892.1)

says to use patch

Patch 16545472:R12.OAM.B

then this patch says prerequisites are 

but these look like they are for dabase 12 and apps 12.1.3

I have database 11.1.0 and apps 12.1.1

so do I need these?
