Query reagrding rule engine schema

Hi,
We are using OSM 7.2.2.2.2 build 425.
As part of osm installation, we have configured two schema one rule engine schema and one normal schema.
Our understanding is, rule engine processes the rules and event or timer delays in the code deployed. But how to check whether the rule engine schema is up and running.
When we checked our om_paramter table, we are able to see the following.
rule_delay 1
rule_retries 10
order_rule_threshold 1
When, we are able to see the content under system events tab in OSM Administrator, when rule is selected. Does it have anything to do with rule engine schema.
