P31220 Dispatch list - What determines what WO's that are shown?

I'm having an issue in that I have 2 work orders that are for same item with same request dates, same status 45. My issue is one appears on dispatch list while the other one does not. I cannot understand why one would be on dispatch list and other one is not. Any suggestions as to what I may be missing?
