OTL - What is the difference between GLOBAL and US responsibilites

I would like to understand what is the core difference between GLOBAL OTL ADMINISTRATOR and US OTL ADMINISTRATOR Responsibilites.

Similarly what is the difference between GLOBAL OTL APPLICATION DEVELOPER  and US OTL APPLICATIOn DEVELOPER Responsibilites.

When would you use GLobal v/s when to use the US one.

If our company has Employee around the globe, I am sure we want to use the global one to do the setup. But need to know the difference as

what separates the two similar responsibilities. Is it the org attached to them of anykind, is it the localization defaulted for US one , etc etc
