Hi ,  user requested we apply a patch for I read the article, is for poor performance:
It is recommended patch collection, the latest is Patch 19149948: R12.1: Cash Management Recommended Patch Collection (RPC), August, 2014

applied  patch 19149948, because patch 14374740:R12.CE.B. is superseded.

Users are having problems with the import bank statement and it seems to be related to the patch.   It don’t error out, it just doesn’t import the lines (details)
then the logfile dispaly the following message:
Disabling requested Output Post Processing.  Nothing to process.  The output of the request is zero byte.
