I am trying to load employees into BOM Resources then load the resource/employee into Deartments. I

I am trying to load employees into BOM Resources then load the resource/employee into Deartments. I see there is a public API to load employees into Resources. However, I do not see any public API to load resources/employees into Departments. Is there any way to do this without using a data loader? We are loading a large volume across multiple Organizations.
