How to make PC Miler not to route through Canada?

in Oracle Transportation Management (MOSC) Question

We use PC Miler as an external distance engine with OTM 6.3.3.  We need to be able to route inbound freight from Canada to US, but with PC Miler option Borders Open, OTM routes some US to US freight through Canada.  This understates the total miles on a shipment.   Does anyone have any suggestions on how to make OTM not to route US to US shipments through Canada?
