Setting a recurring birthday alert

Hi,

I would like to set an alert to a contact owner a week before their contact's birthday is approaching.  I would like this alert to trigger every year, but how I'm struggling with how I would set the recurrence.

I want the email notification to go out when the actual birthday is due in 7 days, but I can only trigger the workflow when the record is modified/saved so how do I ensure its on the queue.

Any one done this before?
