adjborg.txt file is empty

We are in the process of upgrading from 11.5.10 to R12

Following the steps in docment Oracle E-Business Suite Maintenance Guide
Release 12.2 Part No. E22954-14 Section 7-68 we have attempted to generate the
appsborg zip files by generating the product jar files using adadmin.

Everything runs through, but the zip files are not generated
due to adjborg.txt and adjborg2.txt being empty, section of log will be
uploaded.

How do we populate these txt files in order to generate the
appsborg zip files?

Is this a bug, or have we missed something in the up-grade?
