R12 GL Translation is not working on 11iCU2 GL Balances converted (migrated) to R12.1.3.

Running translation in R12 part of first month end process after going live with R12.1.3 generates different numbers for equity Accounts and CTA that they were in 11i. Business wants it to match with 11i as common stock and retaining earnins must not have any variance. We have tries back into historical rate solution but it didn't provide better results and business doesn't want to be in the business of maintaining historical rates; business wants translation to work the same way it did in 11i as maintain rate is not sustainable being a global company. We have not closed Aug-14
