Change year range in OpenUI Date Picker

The default "Date Picker" in Siebel OpenUI displays a "Year" range, to the user, of 10 years either side of the current date or the date that is currently populated in that field. Therefore, when entering a new date, the user can pick between 2004 and 2024. When the user selects a date, the available range changes dynamically to reflect 10 years to and from the date selected.

For a field such as "Date of Birth", this makes for a frustrating user experience, especially for older users! If I want to select "1930" (NOT my year of birth, I'll have you know!) then I need to click several times to select it. I know I could just type it in, but it would be good to give the user the option of selecting from, say, all years from 1900 to the current year.
