Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Do I have to use the Publisher Desktop Tools to create Excel and RTF Templates

I have to create some Excel and RTF Templates for use in BI Publisher 11.1.1.

Do you use the BI Desktop Tools to create these templates? Or can I just create them within OBIEE?
