EM All Metrics - CPU Details - Load What is this really showing?

EM 12.1.0.4

I have a server with 32 CPUs, shown correctly at the Host page in EM.  I then go to Monitor --> CPU Details  and look at Load CPU Utilization %. 

Oct 8 3:12:16 PM I see CPU Utilization at 85.54%. 

Since we are in staging and planning servers, I want to look at the resources consumed.   I see lots of hills and valleys on the load chart, and this particular spike.

However, the sys admin looks at this in a different way.  mpstat shows that the average CPU load never goes above 10%.  Then I show this chart, and the question comes up:   what is this chart showing?  It's obviously not the average.  Maybe it's showing the max of all of the CPUs.
