Best Practice for Open Manufacturing Work Order Data Conversion from legacy system?

Apologies if this is already covered elsewhere. I've been thrown into the role of the business functional owner for a JDE implementation.
Background:
1. Currently, our consultant plans on converting open manufacturing from the legacy system to JDE by only creating the work order headers. Any actual material, labor, or overhead (e.g. A1, B1, C3) applied in the legacy system at time of conversion would not be converted into JDE.
2. As the work order is completed post go-live, only new material issues, labor, overhead would be charged to the order.
3. When the WO closes in JDE, we would (expect) to have incorrect (overstated) favorable variances, since pre-conversion activity would not have been brought over to JDE.
