Problem in cloning Oracle database from an existing backup using OEM Cloud Control 12.1.0.3 to a new

I want to use OEM Cloud Control 12.1.0.3 to clone a database to a target server that has no databases resident.

I am using the "Existing Backup" option in Provisioning>Clone Database.

In "Step 2" ""Clone Database: Select Destination" "Destination Oracle Home", I am unable to specify my target server.

The message is

"The host should be a discovered Enterprise Manager target and match the operating system of the source database. The Oracle Home should exist on the specified host and match the version of the source database."

How do I specify the Oracle Home (binaries are already on the server!) if the home is not in OEM?  I thought I might try to add a "Database System" target for the server; however, that does not seem to be an option without adding a database target simultaneously.
