how can we prevent webadi uploads to a reporting ledger?

Currently the list of values (LOV) in webADI (for GL journals) Ledgers contains the primary ledgers but also shows the reporting currency ledgers.  The responsibility chosen has a data access set that includes the primary ledgers and the report currency ledgers by design.  However we don't want our users accidentally loading JEs into a reporting ledger.  Can this Ledger LOV in webADI be limited to just the primary ledgers to prevent such scenarios?
