FSA Calculation and Check Dates

Currently, our payroll for 2015 has 26 pay periods. For 2016, there are 27 pay periods with the first check date falling on 01-JAN-2016.


Period: 1 2016 Bi-Week

Start Date: 19-DEC-2015


Pay Period End Date: 01-JAN-2016

Check Date: 01-JAN-2016


Since the first check date of 2016 falls on a Federal Holiday, our business would like to change the first check date to 31-DEC-2015. We are able to make the update in Oracle to the Payroll calendar however, we are not sure of the implications if we manually change this check date.  We are running Advanced Benefits and are not running Payroll. 


We have found in cursory testing that the FSA amounts will not calculate correctly if we move the 01-JAN-2016 check date to 31-DEC-2015.  We enter an annual amount for FSA and the system calculates the per pay period amount.  We had thought Oracle would calculate the per pay period amount based on check date, but it does not seem to be.
