How to check on concurrent requests running on particular time

Hi

We are on 11g database and on apps 11i.

We have a situation like application server crashed due to out of memory caused by FNDLIBR. (Oct  7 05:54:51 vfilvapp8 kernel: Out of memory: Killed process 25305, UID 2023, (FNDLIBR)).

We would like to know what programs running at that particular date and time.

Please share the query to find the programs running at that time so we can tune the program.
