Call web service outside of jde

Looking for some insight on how to call a web service from JDE that resides outside of JDE (if it's possible).  Currently, we don't have Business Services setup in JDE.  Just looking to see if it's possible and if there are any white papers available.

We are currently on JDE 9.0 update 2

                             Tools Rel - 9.1.3.4
