Configuring a picking strategy in the wms workbench by customer ship to address, is it possible?

We need to have a specific picking strategy apply to orders going to only one of a customer's ship to addresses (this customer has many ship to addresses).  I do not know of a way to accomplish this and have not found any documentation regarding it.  Has anyone had success doing this?
