Instructions for loading Japanese address validation data?

in Human Capital Management - EBS (MOSC) Question

Are there instructions for loading Japanese address validation data into Oracle EBS HCM R12.1.3?   This would be used by employees entering home address in HCM.

I have the ken_all.csv from Japan Post, and have seen the master table in HCM. (Other Definitions => Master => Address)  The csv file has district code, postal code, prefecture, city and town in both kanji and katakana.

However, I would like to know which data goes into which fields (District and Postal Code are of course obvious, as is knowing which elements in the data file are kanji and which are kana) if I was entering it by hand into the master table, and how to load it programmatically as well.
