Sourcing rule assignment organization different from the organization in which sourcing rule is defi

Dear Friends,

I have the following scenario regarding the sourcing rule assignment. Could you please let me know if this is a valid Scenario?

Item: XXXXX

Organizations: O1 & O2

Sourcing rule defined for the item only in O1.

When i query sourcing rule assignments for the item for O2 org and click on the "View Sourcing Rule/BOD" button, it opens the sourcing rule defined in O1.

Is this is a valid scenario?

Normally, in the sourcing rule assignments form, once we select organization, system will allow to select sourcing rules defined only for the organization we selected.

Could any one explain this scenario?
