B7334 fail to open attachment

hi, wondering what could be the rootcause when specific user failed to open an attachment which is created  by another user in fixed asset master P1204....

Details are as below :

This is the scenario:

User A saves attachment XYZ.pdf  at Asset Master and is able to view it.

User B attempts viewing document XYZ.pdf  at Asset Master. However, user B is unable to view it. Nothing occurs when the attachment is double clicked on.

The situation is the same when  the roles are reversed where User B saves an attachment (YYY.pdf) and User A is unable to view the attachment - YYY.pdf
