How To Enable Em Express for 12c database for agile 9.3.3 schema

Hi Team,

Does any body knows how to enable EM express for 12 c database for agile 9.3.3 db. i follow the steps in below two knowledge base but none of them resolve my problem  i already raise and SR with oracle support but not see any proper update on this from 2 weeks so it would be Appreciated if any body know the process of enabling in agile 9.3.3 schema.
