Anyone having issues with Overtime Rules not recognizing regular time?

We have overtime rules that were recently updated by the business.  After some changes, they consistently did not calculate properly.

We attempted to test in our test environment and we can GET them to to work there, but NOT in production.  We have identified that ALL the Overtime calculations/files are identical - I'm at a loss as to what else to look at.  We've confirmed the same version settings for the P186401, the MBF for time entry, the data is the same (same time cards) in both environments. 

Has anyone ever had it NOT recognize the regular time when you have an ACCUM for over 8 hours?  On a time card for 9 hours, we'd expect 8 of regular and 1 new line for the overtime 1.5x.  But, instead, it's moving ALL of the hours to the 1.5 and leaving the regular hours blank or at zero.
