CPU utilization is through the roof with CPU waits climbing. Looking for quick/obvious things to lo

I have Oracle 11.2.0.3 running on RHEL Linux 5 or higher (VM) and I"m trying .  Trying to determine why CPU utilization is maxed out, with CPU waits increasing steadily.  OEM shows CPU CORES = 1 and the initialization parameter has CPU_COUNT = 4.  On the performance graph, CPUs at 100 percent, with cpu waits climbing.  Any obvious things to check (besides the alert log)?  Thanks.
