P31220 display orders between start and requsted date of WO router

Earlier in XE, the Display sequence( Request date and Start Date) in dispatch list was used to display work order for the from and thru data range. In 9.1 this has been changed to look both start date and requested date of router to display orders irrespective of display sequence. Can some one explain why is this change done?

If someone wants to see the list of orders in work center queued it is very difficult to search by a from date. As different items will have different lead time. If work is started from 25th of September and not completed and doing an inquiry by from date 1st Oct and thru date 31st Oct, the work order will not be displayed because the start date is not in between the range in the inquiry screen.
