How to update 'ReportHTTPSleepTime' in siebel 7.8

Generation of large reports are failing in one of the environments(Read time out error).

In book shelf it was mentioned like 'ReportHTTPSleepTime' of  'XMLP Report Server' should be increased from  120000 to (240000 or 360000) to avoid the time out error. But this parameter is available only from siebel 8.1.

Please clarify on the below items.

1. Is there any way to increase the 'ReportHTTPSleepTime' 'XMLP Report Server' in siebel 7.8 by scripting or any other means?

2. Will there be any use if we increase the 'HTTPSleepTime' parameter  for ecomm component instead of 'XMLP Report Server'. (I don't see any useful information in XMLP Report server log . Seems the request is failing in ecomm itself).
