Oracle Sourcing: How to create a quote without supplier registred

How to create a quote without supplier registered , is there any solution ?

when we submit an international RFQ we don't know witch suppliers will participate and we don't want to register suppliers that we will no do transactions with them

Please note that we don't user iSupplier portal we are just creating a surrogate quote
