What is Best Practice for combining orders to get best pricing?

I have a division that is running into a pricing issue and I am not really sure how to solve it.

A customer Bill To address has 3 associated Ship To addresses.

So when they enter an order for an item, the create 3 seperate orders, one for each ship to address.

However they would like to combine the quantity from all 3 orders to calculate the best price.

Is there any way in JDE that would be able to calculate a price?

Is there a way in order entry to enter the quantity to ship, but enter a different quantity to base the pricing on?
