Not receiving Order Hold Workflow email messages

I am on JDE 9.0 update 2 with Tools Release 9.1.3.4.  I've done the setup to enable workflow for Order Hold processing and have setup email preferences for both email and work center messages.  I receive work center workflow messages for order holds, but I have not been able to receive email notification.  I am receiving email notifications for UBE job completions, so it doesn't appear to be an issue on email setup.  Does anyone have a suggestion on where my issue might originate?
