Applying patch 19030202 fails on populate_icx_endeca.sql

We are on 12.1.3

We are applying patch RPC2 (19030202)

it fails with the following error:

This is similar to Note 1932166.1 , but in this case it failed on patch 17862019

Patch 19030202 includes 17862019, so this is why we are getting the problem

Can we SKIP this failed worked as the note indicates:

The populate_icx_endeca.sql did not need to be included in patch 17862019
